The neoprene backing sits against the skin so the webbing never digs in. Because they fit wrists or ankles, one pair covers both jobs. Never leave anyone cuffed and alone. Wipe the neoprene down after use and let it dry fully before storing. Press the velcro closed along its whole length rather than at one end, which is what makes it hold against a real pull.

Leather cuffs are better looking and much slower. Velcro and neoprene is what you choose when the priority is that either of you can undo them instantly, which is a reasonable priority for anyone new to restraint.
